He was a promoter of the law that gave rise to the Mexican Space Agency (AEM). He took part in the subject's dissemination in several media and is coauthor of the book "Agencia Espacial Mexicana. Una Nueva Oportunidad". He is a Cybernetics and Computer Systems Engineer and holds a Business Administration Master's degree. 


With over 20 years of experience in the Mexican Financial Sector developing and leading projects for brokerage firms and banks, he has extensive knowledge in Financial Market Systems, especially in Foreign Exchange, Capital Markets, Investment Companies, Money, and Derivatives. 


He was part of the team that developed and implemented the first platform for the purchase and sale of BMV shares through the Internet in Mexico in 2000 and has participated as a leader in implementing several international financial systems, as well as banking cores, fiduciary systems, among others.​
